Best Reading Order
Publication order works well. The one wrinkle is Fugitive Telemetry, which was published after Network Effect but takes place before it. You can read it right after Exit Strategy for story order, or after Network Effect as published. System Collapse follows on from Network Effect, so read those two close together.
