Best Reading Order
Fans debate two points. First, The Assassin's Blade: it was published after Crown of Midnight, and many readers like it best right before Heir of Fire or Queen of Shadows. Some first-time readers prefer to start with Throne of Glass anyway, because the prequels hit harder once you know the characters.
Second, Empire of Storms and Tower of Dawn happen at the same time. You can read them in publication order or alternate chapters in a "tandem read". Either way, finish both before Kingdom of Ash.
